You have a 24 AWG power line and 28 AWG data line. If I haven't miscalculated, you should get about 20 watts of charge, or about 4 amps at 5 volts. So it depends on what you mean by fast charging. You have to look at the Brick you plug into the socket and see how many amps it says...
Power is also transmitted. If this were not the case, it would have to be explicitly mentioned that it violates the USB specification.

Hello Fcasadei,
It's not explicitly written that way now. I use it to connect a card reader and USB stick to my tablet and to operate my Canon dslr via the app. both work without any problems.
