Which board is installed?
Otherwise, as the previous speaker said, check in the bios for bifurcation PCIe is available and then set and adjust the slot speed distribution accordingly.

I don't know if HP Gen9 supports bifurcation, this needs to be clarified, otherwise there is nothing against it.
